How to read this

The wholesale price in Britain is usually set by gas. Wind pushes gas off the system and lowers the price, but on windy days much of the spare wind is sold abroad through the interconnectors, and that keeps British prices linked to Europe's. Prices only fall to zero or below when there is more cheap power than Britain can use and export.
